It's a huge game with tons of content, far more than could be paid for with just the base game price. Any way you cut it, this is a much bigger game than Rome 1, with a greater number of different factions, units and cultures. With DLC it increases to a whopping 36 playable factions even without mods. Plus Rome 2 at 14 playable factions (original 8 + 6 FLC ones) has more playable factions in the base game than Rome 1's 11, and second only to Medieval 2's 17 for most playable factions in the base game. Additional work equals additional costs to the developers, which we then pay for when we buy the DLC. They've had additional work done on them to bring them up to the standard of playable factions with things like internal politics, expanded rosters, victory conditions, chapter objectives, faction traits etc which playable factions have, and non playables don't. The Culture Pack factions aren't the same as the "unlockables" in Rome 1 and Medieval 2. They just won't have the full features of a DLC faction, because they don't need them as they aren't intended to be played. The map is now full with over 100 factions, and with the exception of those in DLCs you can play any of them with mods. In Rome 2 and others, you can still only "unlock" the playable factions you've paid for and the non-playable ones with mods. In the old games you could only "unlock" the playable factions you'd paid for and the non-playable ones in that way. Think we missed one?
